Lin, born in 1952, was educated at National Chengchi University (MBA 1978), Peking University (MA, Political Economy, 1982), and University of Chicago (PhD in Economics, 1986).

Lin is professor and founding director of the China Center for Economic Research (CCER) at Peking University and professor at the Hong Kong University of Science and Technology. His articles have appeared in various academic journals such as American Economic Review and Journal of Political Economy.

Lin is a  member of American Economic Association. He is Vice President, Chinese Agricultural Economics Association, 1999-, Member of Advisory Council, Development Institute, Asian Development Bank, 1998-, Member, International Advisory Committee for 2020 Vision for Food, Agriculture, and the Environmental, Initiative to International Food Policy Research Institute, 1998-, Member, Academic Committee, XXIV International Agricultural Economists Association Congress, Member, Working Group on the Future of the OECD, the Reinventing Bretton Woods Committee, 1996-, .
